中文摘要 进入新千年，世界石油市场发生着根本性和结构性的变化，国际油价持续攀升； 与此同时，我国石油消费量快速增长、石油对外依存度不断提高、环保压力日益增 大，使我国的石油安全形势面临严峻挑战，石油安全问题也因此成为困扰我国经济 可持续发展的重要课题。基于此，本论文透过全球化的视野，在回顾世界石油产业 演进的基础上，运用双寡头垄断模型，分析了世界石油市场供需格局及其演化规律， 并提出未来世界石油产业发展的“三移”趋势。通过对世界石油产业发展的新趋势 和新问题的研究，论文提出了新的“石油安全观”，丰富了传统 “石油安全观”的 内涵。 在深入分析世界石油产业现状和发展趋势的基础上，本文运用比较经济学的研 究方法，对世界主要石油消费国的石油安全战略、石油储备体系和石油预警应急体 系进行了对比分析，设计了较为完善的“石油安全指标评价体系”，并运用该指标体 系，对我国、美国、日本和印度等国的石油安全度进行了测算和评价，指出目前我 国石油安全处于由“基本安全”向“弱安全”的转化阶段。为了进一步提升我国石 油安全体系的建设水平和抵御风险的能力，确保未来石油安全稳定供应，本文从多 个层面提出了构建我国石油安全体系的对策建议。 关键词：世界石油市场 国际油价 石油安全 指标评价 1 Abstract Into the new millennium, the world oil market has been undergoing fundamental and structural changes, and the oil price is on continuous climb. Meanwhile, China encounters severe challenges in oil security when faces rapid growth in crude oil consumption, increasing dependency on oil importing and ever heavier ecological pressures. Oil security in China hence turns out to be a critical issue which concerns sustainable development of China’s economy. The author, based on the above concerns, reviews the evolution of world oil industry, and by introducing the Duopoly Model he makes analysis on the structure of supply and demand of world oil, and comes up with the idea of trend of three diversions of world oil industry. Based on the research of new trends and new phenomena in the development of world oil industry the author puts forward a new concept of oil security which enriches the traditional views.
