毕业论文 (20_ _届) 杭州地区中小企业人事外包的发展现状及对策研究 摘 要 面临激烈的市场环境与同行业之间的竞争,高成本,高风险的情况下,外包(outsourcing)成为一种新的人力资源管理模式脱颖而出,它以降低成本,降低风险的竞争优势被企业所采用。目前,人事外包已经在全球得到普遍推广,虽然我国的人事外包正处于起步阶段,但是在市场中已经显示出无穷潜力。本研究主要是对杭州地区中小企业人事外包进行了研究,旨在了解杭州地区中小企业人事外包的发展现状及存在的问题,并针对问题提出相应的对策及建议。研究发现:杭州地区拥有良好的产业基础,投资环境以及丰富的人力资源,政府政策的支持,近年来杭州地区人事外包获得了一定的发展,但是杭州人事外包在快速发展的同时也暴露出一些问题:如对外包行业的整体认识误区、缺乏合理的管理方式,外包法规制度的不够健全,人才储备缺乏,安全性等问题。针对这些问题,企业应加强对外包的认识,完善外包的发展,建立相应的法律法规,改善管理方式,扩充人才储备,加强安全意识等,只有这样杭州地区人事外包的发展才能获得持续的稳定的发展。 关键词:外包;人事外包;中小企业 Abstract Environment and face the fierce market competition across the industry, high-cost, high-risk cases, outsourcing (outsourcing) has become a new human resource management come to the fore, it is to reduce costs, reduce risk of competitive advantage by companies Used.
