Abstract: The traditional industrial transfer theories hold that there are industrial transfers
between areas with different levels of economic development. However, we found a significant
gap between the theory and reality of industrial transfer in Zhejiang province. To analyze this
phenomenon, the paper explores the reasons for the industrial transfer lag on the basis of literature
review and survey. Taking children wear industrial cluster in Zhili, Huzhou, as an example, the
paper also analyzed the factors affecting industrial transfer in Zhejiang, such as labor cost,
industrial cluster effect and regional cultural awareness, based on interviews and questionnaires.

1. Introduction
Industrial transfer is an economic process in which one or more industries transfer from one
area or country to another, including cross-regional investment, market transfer, technology
transfer and so on (Chen, 2002). The industrial transfer appeared in the developed coastal regions
of China in response to the change of resource supply and product demand in recent years. The
overseas study on the industrial transfer started in the mid-20th century. From the perspectives of
neo-economy, multinational companies and value chains, scholars come up with theories of
product life cycle (Vernon, 1966), flying geese paradigm (Akamatsu, 1962), gradient transfer of
industry and transfer of labor-intensive industry (Lewis, 1960s) and marginal industrial expansion
(Kojima, 1978). Do
