包头市稀土产业发展存在的问题及对策 西南大学育才学院工商学院 重庆 401524 摘要：本文探讨了包头市稀土产业发展现状,已探明稀土储量6956万吨居世界第一位。各类稀土原材料生产企业和新材料（元器件和终端应用产品）生产企业共39家，目前稀土产业发展中主要存在着，拥有丰富得资源但没有形成垄断优势，企业没有话语权；产业集群效应仍未凸现，配套体系缺失；产业结构不合理，下游产品发展速度出现减缓；投融资环境有待改善，政策支持不够等问题。针对这些问题提出相应了得策略，将控制原材料作为拥有话语权的手段；构筑产业发展平台；加大下游产品招商引资力度；建立资金保障体系；完善对稀土企业的政策支持。 关键词：话语权,配套体系缺失，产业结构不合理,投融资环境，政策支持，控制原材料，构筑发展平台，招商引资，资金保障体系， The problems and countermeasures of Baotou Rare Earth Industry Development Yun Yaoxin Southwest University Yucai school, Chongqing 401524 Abstract: This paper discusses the Baotou Rare Earth Industry Development, has proven reserves of 69.56 million tons of rare earth ranks first in the world.
