区域科技人力资源流动机理研究  摘 要 随着我国经济的发展和社会的进步，科技人力资源已成为从事科学研究、经济 建设的核心力量，其就业状况与区域流动情况亦备受关注。掌握该类人力资源的流 动特点和规律对于制订人才政策、科技政策，提高社会创新能力意义重大。 文章通过文献阅读和先期调查提出了研究的问题，在对与区域科技人力资源流 动有关的社会系统进行系统分析的基础上，以科技人力资源个体流动决策为研究起 点，进而研究了该类人力资源群体的形成及其演变。并分别构建了概念化的个体决 策模型和群体演化过程。然后以科研项目为依托，对我国西部科技人力资源流动问 题进行了统计分析，获得了影响该地区科技人力资源流动的主要因素。较为深入的 研究了科技人力资源流动的起点─大学毕业生就业难问题，并给出了相关的政策建 议。 本文以区域科技人力资源流动为话题，明确提出微观决策与宏观社会效应的关 系是该问题的本质，并较为完整的提出了从“个体决策─群体形成演化─宏观影响” 这一分析框架。该框架对于众多社会问题的研究均有借鉴价值。 关 键 字：流动；个人动机；群体形成；科技人力资源；统计分析 3 西安建筑科技大学硕士学位论文 Research on Flowing Mechanism of Regional Human Resources of Science and Technology Specialty: Business Management Candidate: Feng Tao Supervisor: Wang Cheng-jun Professor ABSTRACT With the economic development and social progress in China, the scientific and technological human resources（HRST）has become the core strength in engaging in scientific research, economic construction and so on.Their employment status and the regional flow are also paid much more concern. It is greatly singinfincant to grasp the flows characteristics of such human resources for the formulation of personnel policies and laws, science and technology policies.And which will improve the social innovation abilities absolutly. The issues are raised by literature review and preliminary investigation.After a systematic and fundamental analysis to the social system which related to the flow of regional human resources of science and technology, taking the current individual flowing decision of HRST as a starting point, and then study the Group formation and evolution of this kind of human resources. A conceptual model of individual decision-making process and group of evolution were constructed. And then relying on some scientific researches, the current flow issues of HRST in Western China is analyzed by a statistical way. The main factors which affect the HRST flows is gained in this region. A more in-depth study is carried out about the starting point of HRST which is the problem of graduates’ employmen
