摘 要 农业、农村和农民问题一直是关系我国经济和社会发展全局的重大问题，而“三农”问题的 核心是土地问题。长久以来，土地不仅是我国农民赖以生存的最基本的生产资料，而且是我国重 要的社会保障工具，是国民经济健康和可持续发展的重要物质依托。家庭联产承包责任制土地经 营制度的实施，曾经激发了我国农民极大的生产热情，加快了农业生产发展，使农业生产力得到 了很大的提高。但是随着农业现代化、产业化的进一步发展，家庭土地承包经营带来的土地经营 规模细碎化、分散化的弊端日益显露。同时，随着我国经济社会的高速发展，农村人口大量向城 市转移，造成农村耕地闲置甚至撂荒现象，使得土地资源，尤其是耕地的作用没有得以充分发挥。 所以，立足实际，认真研究解决我国农村土地利用中的种种问题，从机制、体制上改革现有土地 利用制度，完善农村土地承包经营权流转机制，加快农村土地承包经营权流转，确保土地高效利 用，是经济社会持续快速健康发展的重要保障，是全面建设小康社会的必然选择。　 本文拟从土地利用的基本理论分析入手，综合运用市场经济学、产权经济学等理论知识，运 用规范分析和实证分析相结合的研究方法，以银川市为实例，在分析银川市土地承包经营权流转 情况的基础上，针对目前银川市土地承包经营权流转过程中出现的种种问题，分析加快银川市土 地承包经营权流转的基本条件和可行性，明确完善土地承包经营权流转机制的总体思路及主要任 务，并提出一些完善银川市土地承包经营权流转机制的对策和建议，以期为全市以及全区推进农 村土地承包经营权流转提供科学和实践依据。　 　 关键词：银川，土地承包经营权，流转 I Abstract The issues of agriculture, rural areas and farmers have been always the important relationship between economic and social development, and san nong’s major issue is the question of land.Over the years, the land is not only the most basic means of production of the survival of our farmers，but also is an important tool for social security, is the material support of healthy and sustainable development of the national economy. Shortage of land resources is still Chinas basic national conditions of present and long-term sustainability. Although the implementation of land management of Household contract responsibility system had inspired great enthusiasm ,which speet up the development of agricultural production, agricultural productivity had been greatly improved.
