摘 要 进入 21 世纪以来，我国国民经济继续保持高速增长，电力建设也得到了进一 步的发展。到 2008 年初，我国发电总装机容量突破了 7 亿千瓦。作为国有控股上 市公司—— 中国长江电力股份有限公司（以下简称长江电力）在这难得的发展机 遇中成立并得到了快速发展。五年多来，公司运行和管理的水电装机容量超过了 1700 万千瓦，成为目前我国最大的国有控股水电上市公司，树立了良好的水电大 盘蓝筹形象。 随着我国国民经济的进一步发展和电力体制改革的不断深入，中央相继出台 了《企业发展战略规划管理办法》、《可再生能源中长期发展规划》等文件，长江 电力的未来将面临着更多的机遇和挑战。本文主要研究长江电力的发展战略，并 对公司的发展战略进行科学定位。在对发展战略的研究中，主要运用战略管理 PEST 宏观环境分析方法、SWOT 分析方法、波士顿矩阵、五力模型等方法，通过 分析外部环境，即宏观环境和电力行业环境，得出了中国的经济发展仍处于高速 增长期，对用电的需求仍将保持增长趋势；通过分析内部条件和环境，以长江电 力的主业——水电产品为切入点，对长江电力进行较为系统的研究，对公司进行 系统化的战略分析和战略定位，最后确定公司将采用发展型战略。即做大做强水 力发电主业，适当收购、兼并优良火电、核电资产，积极发展风电、生物质能发 电、光伏发电、太阳能发电等可再生能源，不断改善产品结构，加强资本运作， 加强与送电区域的战略合作，增强公司的五大核心竞争能力。 关键词：战略管理，环境分析，国有控股上市公司 I ABSTRACT Since the beginning of the 21st century, our countrys national economy has been growing at a high speed, and our electric power construction has also made further progress. By the end of 2007, the total installed capacity of our countrys power generation had reached 700 GW. As a state-owned stock controlling listed company, China Yangtze Power Co., Ltd.（hereafter called CYPC for short ） came into being at the god-given development opportunity and has been keeping a rapid growth. In the five years, the installed capacity of hydropower generation in the charge of the Company exceeded 17,000 MW, thus, the Company has become the largest state-owned stock controlling listed company of hydropower generation in China so far, and built up a very good image as a blue-chip corporation in the industry of hydropower generation.
