Master Degree Dissertation of Chongqing University On the Relationship of Construction Safety and Construction Safety Design Master Degree Candidate: Feng Li Supervisor: Prof. Cao Xiaolin Major: Engineering Economy and Management Faculty of Construction Management and Real Estate Chongqing University October 2007 摘 要 建筑业作为我国的支柱产业之一，对国民经济发展起着举足轻重的作用。建 筑业在为中国经济发展作出巨大贡献的同时，也是中国生产安全事故的高发行业 之一。安全科学的发展推动了人们对安全事故原因的进一步认识，建设施工安全 受多种因素的影响，施工安全管理是一项复杂的系统工程。目前，国内在施工安 全管理过程中对设计因素认识不足，通常认为施工企业应对施工安全事故负全责， 同时这也是法律明文规定。国外理论界认为设计因素会影响项目建设安全和运营 安全，设计阶段作为建设过程的一个重要环节必然会影响到下游施工阶段安全生 产。 本文通过探索设计与施工现场安全管理的联系，树立为施工安全设计的理念， 达到尽量减少甚至杜绝由于设计原因引起的施工安全事故的目的。文章首先对国 内建设行业的发展现状和施工安全形势进行分析，对国内外研究现状进行评述； 然后，从安全科学的基础理论出发，对设计与施工安全的联系进行推导；再随机 选取施工安全事故案例样本，用统计方法证明施工安全事故中有显著比例与设计 相关，并用χ2 检验法检验这种相关性与建设项目类型、施工安全事故类型和发生 事故的分部工程是否具有独立性。研究结论显示出，施工安全事故与设计相关， 因此，在工程项目的设计过程中应树立为施工安全设计的理念，以提高建设工程 的可施工性和施工安全性，此外，本文还对设计过程中实施施工安全设计的主要 障碍因素——法律法规的障碍、国家监督管理模式的障碍和项目管理模式的障碍 进行了研究，并提出相应的对策及建议。 关键词：施工安全，安全设计，相关性 I ABSTRACT Construction industry is one of pillar industries in national economy in China. When construction industry contributes a great deal to China economy, it is remains that the most hazardous in industries in China. With safety science development, people are convinced that construction safety management is affected by many factors ，and it is a system engineering. Design is very important in engineering construction process and surely it plays a part in construction safety. But domestic views on construction incident are that contractor should be in full charge of it. The main purpose of this study is to affirm the relativity of construction incident and design for construction safety concept.
