We try to p t forward a model and method for settling this problem in this paper. Firstly, we introd ce three special shapes of r- ban traffic congestion, and depict catastrophe theory briefly. Secondly, we expo nd characters and laws of traffic system after the traffic catastrophes, describe the correlation between traffic variables by terms of energetic and potential f nctions, and ascertain break points, steady points and fork points. Then, we propose traffic congestion control model and a feasible method based on catastrophe theory, andgive three examples of application to test the effectiveness of the method.
