【关键词】城市二元结构 社会事业 治理 公平 农民工 【英文关键词】Urban dual structure Social undertakings Governance Ｆair Ｍigrant workers 城市二元结构论文：城市二元结构对社会事业发展的危害及治理 【中文摘要】本文从城市二元结构的各种表现引出话题，着重论述了城市二元结构对城市社会事业发展的各种危害，以及对各种危害的治理路径。城市二元结构对社会事业发展的危害包括：加大了城市的管理难度；导致教育、医疗、科技文化、劳动就业及社会保障等社会事业发展的不平衡，极易引发一些社会矛盾等。针对相关的危害提出了有针对性的治理举措,这些措施主要包括：建立健全促进城市化健康发展尤其是促进城市社会事业平衡发展的相关政策及法律法规；尽快加大户籍制度改革力度；要切实加强教育、医疗等基础社会事业的发展以增强其公益性和公平性；健全和完善各项社会保障制度，创新社会管理等方面。随着我国城市化进程的加速推进，传统体制下的城乡二元结构随着农村剩余劳动力涌入城市，在城市中也逐渐产生了二元结构。主要内容由下列材料引出：当前中国城市化率已近50%，但目前只有34%的人拥有城市户口，这就意味有着很大一部分人——近两亿人生活在城市里却没有城市户籍。大量外来务工人员来到城市却没有享受到和城市居民同等的待遇。此外，还有多达四千万的失地农民，在城市化进程中他们的土地被征用，一般随之他们也会转为城镇户籍。但由于种种原因他们并没有真正的融入城市。上述问题必然会导致城市二元结构问题日益突出和强化。城市二元结构导致城市社会事业发展举步维艰而且不平衡,主要表现为二元主体对于各种社会资源的占有极不均衡。二元主体在各方面不平等的现状必导致城市管理难度加大，不和谐不稳定因素增加，最终导致城市化进程不稳定、人民生活质量降低以及引发各种社会矛盾冲突，尤其是对城市各项社会事业的发展造成巨大危害。基于城市二元结构对社会事业发展有如此多的负面影响，本文对二元结构对城市社会事业发展的危害提出了一些有针对性的治理措施。着重从改革户籍制度、完善相关政策、法律法规以及通过加大教育改革力度、推进医药卫生事业改革、促进公平就业、完善社会保障制度、创新社会管理等治理措施，来提升城市社会事业的发展水平，以保证城市化的健康平稳推进，促进城市二元主体之间的差距逐步缩小以至消除。 【英文摘要】The selected topic of the dissertation originated from the present situation of urban dualstructure, it discussed the various harm of to the urban social undertaking development whichcaused by the urban dual structure, also analyzed the different governance paths to eliminate thehazards. These risks include: increased the difficulty of the management of the city, leading toeducation, health, science and technology culture, labor employment and social security andsocial development is not balanced and so on. The harm proposed targeted managementmeasures include: to accelerate the improvement of the development of social undertakings andpromote the healthy development of the city of the relevant policy and legal laws and regulationsas soon as possible; to increase the household registration system reform; to strengthen theeducation of medical and other basic social development in order to enhance its commonwealsex and fair sex; to improve the social security system
