浅谈农村土地制度的困境和对策 作者 郑林明 指导教师 赵德芳讲师 （湛江师范学院法政学院，湛江 524048） 摘 要：本文详细讲述了农村土地制度的困境如何，主要包括土地产权制度和分配制度内部问题；土地流转存在难题，土地经营权不能自由流通；分散经营与农业规模化、机械化、产业化的矛盾严峻；城乡差距悬殊严重，农村经济增长缓慢；土地增值严重流失，农村缺乏公共建设的资金；分散经营不利于合理利用土地，无法抵御激烈的国际竞争等，然后阐述个人观点，针对实际采取几项重要的解决措施，最主要是实行土地私有制，农民拥有真正意义上的土地所有权，从而形成农业的机械化和规模化经营，真正地解决现行土地农村制度的困境，全面地实现社会主义小康社会，实现中华民族伟大复兴和繁荣富强。 关键词：农村土地制度；困境；对策；土地私有制 Study on the Plights of the Rural Land System and Countermeasures Zheng Linming Law and Politics School, Zhanjiang Normal University, Zhanjiang, 524048 China Abstract: The dissertation firstly details the plights of the rural land system. for instance, The inner problems of Land Property System and Land allocation system; the transformation of land has to face so many difficult questions that our rights of Land management cant freely circulate; the Contradiction between the land scattered Operation and the Agriculture of appropriate-scale Operation, Mechanisation and Industrialization worse and worse; the rural land system brings on the slow growth of rural economy，the decreasing income of peasants and the widening gap between urban and rural poor in process of time; furthermore, it also brings on the serious loss of land value and the lack of public funding of rural development; In addition, the land scattered Operation isn’t conducive to full and reasonable use of land, the Agriculture cant withstand the fierce international competition. Finally, according to the above plights, I express some personal views and important Solutions. above all, the most important solution to solve the above plights is to accomplish the private ownership of land, so that it can really come true economy of agricultural scale and mechanization to solve the above plights of the rural land system. consequently it will more responsive to the needs of economic and social development, it not only will comes true to comprehensive socialist well-off society but also it as soon as possible to achieve the great rejuvenation of Chinese nation.
