郑州航空工业管理学院 毕 业 论 文（设 计） 2010 届 行政管理 专业 0612071 班级 题 目 论服务型政府与公民身份 姓 名 徐 鹏 学号 37 指导教师 计 宁 职称 讲 师 二О一 О 年 五 月 二十 日 内 容 摘 要 近年来，服务型政府作为新公共管理的核心概念之一得到了众多专家学者的广泛关注以及深入而细致的分析和研究。对于服务型政府概念形成的历史路径，大家在认识上基本趋于一致，那就是“统治型政府-管理型政府-服务型政府”这一路径。在这一路径中同样伴随着公民和公民身份、意识的变迁。作为历史发展的一种潮流或趋势，服务型政府与公民身份、意识相互促进、相互发展。服务型政府的建立是一项系统工程，而公民身份、意识正是这项系统工程的基石，因此公民身份、意识的培育完善对于服务型政府的建设将具有重要意义，至少表现在职能转变、公民参与以及遏制腐败这三方面。 关 键 词 服务型政府；公民身份；公民意识 On the service-oriented government and citizenship, civic awareness Class：061207137 Name：Peng Xu Tutor：Ning Ji Title：Lecturer Abstract In recent years, service-oriented government as one of the core concepts of new public administration has got widespread concern of many experts and scholars. They also conducted a thorough and careful analysis and research. The formation of the concept of service-oriented government has a very clear historical path. They are basically the same in their understanding, that is, rule-oriented government – management-oriented government – service-oriented government, the path. In this historical path also accompany with the change of citizen, citizenship and civic awareness. As a trend of historical development, service-oriented government and citizenship has a relationship of mutual promotion and mutual development. The establishment of service-oriented government is a systematic project, and citizenship and civic awareness is the cornerstone of this project, so the cultivation of citizenship will be of great significance for the construction of the service-oriented government, at least it can be seen in these three areas as follows: function transformation, citizen participation, and curb corruption.
