Abstract
Thescienceandresearchsystem ofscienceresearchinstitutesareunder
reformingperiodinChina.Thereareseveralcharactersinthehumanresources
management.Firstly,therearemanyprofessionaltechniciansandtheknowledge
populationisheavy.Secondly,therearemanydifferentdistributingmodesinoneunit
andthereisaseparationbetweenactuallysalaryandarchiveone.Thirdly,theworking
timedependsonseasonchangeandthereisadifferentfocusintheevaluationofmerit
benefit.Lastly,therearemanyscatteredmanufacturedsitesforoneunit,sothe
employersworknotinasinglesite.Inordertoadapttotherequirementof
managementinformationandthemodernization,itisurgentlytodevelopaHRMDto
supplyinformationintegrationandshareofhumanresourcesmanagementinthose
institutes.
Thedesigningprinciplesofthesystemareapplicability,opening,compatibility,
integrationandsecurity.Inordertoclarifythehierarchyandconcisenessthestructure,
thedesigningmethodisstructuralsystematicdesign.Accordingtomanagement
function,thesystemisdividedintosixcoralfunctionalmodulesthatareisolatedbut
relatedinsomeway.Thosearepersonalmanagement,salarymanagement,welfare
management,technicaltitlemanagement,meritbenefitmanagementandtraining
management.Accordingtooperatingfunctionofthesystem,therearethreeassisting
functionalmodulesthataresystemmaintenance,databasetablemanagementand
assistingoffice.Allofthefunctionalmoduleswillbedividedintoseveralrelated
sub-functionmodules.Thesemoduleswillcooperateandshareallofthefunction.
ThesystemdesignisbasedontheB/SmodewithWebtechnique.Thesystemis
opentoallofthefunctionaldepartmentsandemployers.Thesystemisrunwith
classifiedmanagement,theuserswilluseitwithauthorizationandfulfillself-service,
soastomeetthedevelopingrequirementofopeningnetworkmanagementin
