摘 要 摘 要 本文以保定市为研究对象，通过对保定市医疗卫生资源配置现状的分析，以人口因 素作为对医疗卫生资源的关键影响因素进行分析，分别从人口的数量、密度、分布及人 口年龄结构变化等角度出发，从医疗卫生资源的需求与供给两个方面考察了医疗卫生资 源配置的公平性、合理性，为保定市政府进一步制定医疗卫生事业改革与发展规划，优 化医疗卫生资源配置提供信息和政策性依据。本文收集保定市历年医疗机构、各级医院 数、病床数、医护人员等数据；收集全市各地区人口资料。采用动态数列极其分析指标 用以描述、分析保定市医疗卫生资源配置情况及其发展趋势。借助基尼系数(Ginicoeffient) 分析方法，测量保定市 2007 年医疗机构、医护人员、病床数的人口、老龄人口及地理 分布的基尼系数，以评价医疗卫生资源配置的公平性。研究结果表明，随着经济发展、 人口城市化和老年化、疾病模式的转变，保定市居民医疗需求量将逐步提高。保定市各 区县医疗卫生资源供给不均衡，城乡相差较大。通过基尼系数分析，医疗卫生资源人口 分布公平性优于地理分布公平性。医疗卫生资源人口分布公平性和老年人口分布公平性 的基尼系数都在0.3 以下，为相对公平；而地理分布公平性大于0.4，为不公平状态。因 此，要发展保定市的医疗卫生事业，必须强化区域规划，调整资源结构，提高资源绩效。 关键词 医疗资源 资源配置 公平性 I   Abstract Abstract This paper, based on analysis of the current distribution status of medical and health resources in Baoding, regarding population as the key factor influencing medical resources, carried out the study by analyzing factors such as the size, density and distribution of population, and structural changes in population age. From the demand and supply of medical and health resource allocation, the paper investigated the practicality and fairness of medical and health resources distribution. The present study provided basis for optimizing the allocation of medical and health resources and making plans of reforming and developing the medical and health care.
