论中国公共频道“公共性”强化-毕业论文.doc

华 中 科 技 大 学 硕 士 学 位 论 文 　 摘　　　要　 公共频道是我国特有的产物，是一个政策性的频道，是广播电视改革的一项重 要举措。虽然也有公共二字但是不论是从其产生背景、性质还是社会责任来说都与 西方的公共电视有很大的不同，那么我们就需要了解我国的公共频道是怎样产生 的，有什么样的特点，有什么样的功能。 我国公共频道最基本表现是桥梁和纽带作用，是作为一个省、市、县三级共享 的频道，三级共用、共享的频道，是充分利用省、市、县三级广播电视部门现有的 人、财、物资源的载体，但是在实际运作中，公共频道并没有达到其创办时的初衷， 达到 1+1〉2 的效果。自办节目、联办节目和市、县台插播节目并重型的节目模式， 仅仅从节目制作、播出的形式上强调公共性，这种公共性无疑是片面地，只是另一 种形式的资源浪费而已。 政府在开办公共频道时提出的公共频道的性质，除了共用、共享之外还有公益 性、服务性等，这些都可以说是公共频道的“公共性”。所以政府并不是仅仅想创造 一个播出三级节目的播出平台这么简单，而是开办一个有自己特色的，能补其他频 道之不足的平台。 我国公共频道就是要走一条这样的路，既省市县共用，也公众共用，也就是说 我们既从传者出发，又要兼顾受者，走有中国特色的公共频道之路。 本文的写作就是想通过借鉴西方公共电视的长处、优势，并结合我国的国情来 探讨如何从公共频道的节目上来加强公共频道的公共性。 [关键词]：公共频道、公共性、公共电视、 I 华 中 科 技 大 学 硕 士 学 位 论 文 　 Ａｂｓｔｒａｃｔ　 Public Channel is a unique Channel of our country, a policy channel, the product of the radio and television reform. Although Public Channel also has the public word, its background or the nature of social responsibility is different with the Western public television. So we need to understand our public channel that how it is formed, what are the characteristics of it. Public channel just like bridges and links between a province, city and county .It is making full use of the provincial, city and county levels, including the personnel, finance, resources of the radio and television departments. However, in actual operation, the public channel has not met its founders mind. Running the program or Co-production only broadcast on the stressed form, the public nature of this is one-sided, just another form of waste of resources. The nature of public channel in addition to sharing, shared, also has the public welfare, service and so on. These can be concluded to the public channel public nature. Therefore, the government is not just to create the public channel as the three broadcast platforms, the public channel should has its own characteristics, can supplement the inadequacy of the other channels. Our Public Channel should follow this path. It not only be used by three departments but also be used by the public.
