我国城市社区听证制度探究-毕业论文.doc

  摘  要 当前，中国城市社区建设的重要性和紧迫性日益凸显。从公共管理的角度看， 社区是城市管理的“神经末梢”；从政府权力的角度看，社区是国家行政权力在城 市延续的最底层，也是城市公共权力的起点和基础。社区的发展水平，无疑体现 着社会发展的整体状态特征与和谐程度。由于缺乏社会自治力量的传统，政府在 中国城市社区的发展中，仍然扮演着举足轻重的角色。社区中介力量的发育、基 层民主自治的推进，都与政府的职能模式和权利配置密切相关。 近年来，随着我国城市化、现代化步伐的加快，给基层政府公共决策的民主 化、科学化提出了更高要求。对于转型期的中国来说，人们正由过去的单位人向 现在的社会人转变；社区作为一个新生事物，代表的不仅是新观念、新文化、新 的生活方式，更是一种新的社会管理形态。城市社区听证制度作为基层民主自治 的重要组成部分和参与方式，在我国的现实社会实践中，有着很大的研究空间。 作为应对措施，一些地方正着眼通过社区听证制度模式的探索，来完善社区自治 的民主程序，搭建更为规范的价值平台。 本文在追溯和整合国内外相关理论的前提下，对我国城市社区听证制度进行 研究。针对我国城市社区复杂性、多样性、异质性的特点，分析了社区听证制度 的现状，探寻了制度建设方面存在的问题和导致的原因，提出了健全我国城市社 区听证制度，关键是要建立政府引导、中介培育、居民参与、法律保障、多元投 入的运行保障机制，并针对重庆市实际，提出了完善重庆市社区听证制度的对策 建议。 关键词：城市社区，重庆，听证制度，对策建议 I ABSTRACT Nowadays, the urban construction in China has become more and more important and urgent. From the angle of Public Management, Community is the nerve of Urban Management. From the angle of Government Power, Community is the lowest level of administrational power in a country as well as the starting point and basic point of urban public power. The development of a community represents the comprehensive and harmonious status of the social development. Government is still playing an vitally important role in Chinas urban community due to the lack of the tradition of social self-management. The development of intermediary of the community and self-management in basic level have a close connection with the Governments competency model and power allocation. Recently due to the fast development of urbanization and modernization, there are hiher requirements on democratization and scientification of public decision making in basic Government. In China during her transitional period, people are becoming more social. As a newborn baby, community doesnt only stand for new idea, new culture and new way of life, but also represent a new pattern of social management.
