For the present, chain operation is spreading with all speed from large and medium-sized cities and coastal advanced areas to all regions of the country in order to have an effect on the whole national economy. However, with the changing customer demand, increasing competition among enterprises and growing uncertain factors, chain enterprises have to seek new channels to increase competence and meet the changing market. Under such circumstances, Supply Chain Management(SCM), a sort of highly efficient administrative mechanism collecting various resources, has drawn public concern and been widely introduced by chain enterprises. In spite of a period of developing, the appliance of SCM in chain enterprises in China still relatively lags behind and problems remain prominent as before. Therefore, it has become an immediate concern to find out and solve problems of SCM in those enterprises.
