The construction scene in China is changing rapidly but there are always many unavoidable contradictions in construction projects, such as the construction between construction project budget and the project cost management. Because construction project budget is very important in cost management, once the contradiction between them is continuously emerging, it will cause huge loss for the whole construction project.
