我国政府环境信息公开问题初步研究 1 1 2 郝瑞彬 李子田 王伟毅 （⒈唐山师范学院地理系 河北唐山 063000；⒉南开大学国际商学院 天津 300071） 摘 要：环境信息公开是西方国家环境运动发展的结果，也是目前我国环境管理改革与创新的前提。 我国目前政府环境信息公开程度较低，偏重于保密；为公众提供环境信息的方式和渠道过少；程序方面缺 乏保障和救济；正在推行中的环境政务公开也存在着一些不足之处。针对这种现状，我国在政府环境信息 公开方面首先应当转变其在环境信息处理方面的落后观念，之后从修改和整合现行关于环境信息公开的法 律规定入手建构系统的政府环境信息公开制度体系。 关键词：政府 环境信息 环境信息公开 Preliminary Study on Government’s Environmental Information Disclosure in China Hao rui-bin1 Li zi-tian1 Wang wei-yi2 （⒈Geography department of tang shan teacher’s college hebei tangshan 063000; ⒉International business school of nankai university tianjin 300071 ） Abstract: Environmental information disclosure is the result of development of environment campaign in western country, now it’s the premise of environment management and reformation in China. At present, the level of government’s Environmental information disclosure is very low; the ways and means that the government providing are dearth for the public to obtain Environmental information disclosure; be short of relieve and protection in procedure; the disclosure of environmental politics business which is carrying out has some short. Aiming at the status quo, our government should transform the laggard conception on Environmental information disclosure primarily, then amend the actual law which touch on Environmental information disclosure and establish the system of Environmental information disclosure. Key words: government; environmental information; environmental information disclosure 一、引言——环境信息公开问题的提出 环境信息公开问题被正式提出来，是西方国家环境运动发展的结果。20 世纪 40 年代以 后，美国的环境问题日益突出，环境保护群众运动日益高涨，人们热切的要求了解政府掌握 的有关环境的资料，认为政府有义务对公众公开其所掌握的环境资料[1]
