(Social Science Edition) Oct. 2014 行政区划视阈下西咸新区科学发展的路径分析 牛恒磊，王俊拴 （陕西师范大学，陕西 西安 710062 ） 摘要：以西安、咸阳一体化为基础的西咸新区建设，由于行政区域的分割出现了诸多亟待解决的区域性问题。从 行政划分的视阈来看，核心的问题在于如何调整咸阳市的行政区划，也就是西咸两市行政区域界线的变更和隶属 关系的调整以及行政机关驻地的迁移。在目前现状的基础上，建立统一的西咸党委是一个较好的思路，这不涉及 原有行政机构，不变革原有行政区划，但却能理顺因为行政区域分割所带来的问题，也能为今后进一步改革和调 整西咸的行政划分奠定良好的基础，从而为西咸新区的发展和西咸一体化的推进增添新的动力。 关键词：行政区划；西咸新区；西咸一体化 中图分类号：F 292 文献标志码：A 文章编号：1008-7192(2014)05-0048-04 An Analysis of the Scientific Development Path of Xi’an-Xianyang New District in Terms of Administrative Division NIU Heng-lei ，WANG Jun-shuan (Shaanxi Normal University, Xi’an 710062, China) Abstract: A number of regionally urgent issues have shown up due to the administrative demarcation in the construction of Xi’an-Xianyang new district which is based on the integration of both cities. In terms of administrative division, the key issue is to re-adjust the administrative demarcation of Xianyang, and therefore change the boundary of the administrative region, the relation of administrative subordination and the location of executive branches of two cities. It is advisable to establish a unified party committee, which, without involving the former administrative bodies and changing the former administrative division, can solve the issues from the administrative demarcation and pave the way for the further reform and the administrative re-division between two cities so as to give impetus to the development and integration of the Xi’ an-Xianyang new district.
