Since there are complete structural classi?cations and complete classi?cations of irreducible representations on the ?nite dimensional semisim- ple Lie algebra over the complex ?eld, the structural theory of the ?nite dimensional semisimple Lie algebra is perfect . In this paper we concentrate our main attension to the classi?cation of 3-Lie bialgebras over an algebrically closed ?eld of characteristic 0. The classi?cation of 3-dimensional 3-Lie bialgebras and 4-dimensional 3-Lie bialgebras are studied. It is proved that there are only six classes and thirteen classes of non- isomorphic 3-dimensional 3-Lie bialgebras and 4-dimensional 3-Lie bialgebras (with the dual dimension less than 2), respectively. And the multiplication tables are provided. The paper consists of four sections. Section 1 introduces the back ground and development of n-Lie algebras and Lie algebras. Section 2 gives some de?nitions and proves some basic results which are used in the paper. Section 3 studies the classi?cation of 3-dimensional 3-Lie bialgebras. Section 4 studies the classi?cation of 4-dimensional 3- Lie bialgebras.
