第六届全国土木工程研究生学术论坛 清华大学 2008 道路水灾监控与预警技术初探 张永利，张建平 （清华大学土木工程系，北京100084） 摘 要：道路是重要的交通基础设施之一，在人们的日常生活和国民经济发展中都发挥着重要的作用。作为道路 灾害之首的道路水灾，每年都会在不同的时间、不同的地点，不同程度地破坏着道路基础设施，影响人们的日常 生活出行和国民经济发展。道路灾害的监测与预警是一个综合系统。准确的信息监测、正确的预警分析是实现预 警目的的重要手段；评价指标标准的确定，是监测与预警实施的关键。完整的道路水灾监控与预警系统应包含三 方面的内容：空间、时间和强度的监控与预报。本文总结了近年来对不同形式道路水灾监控与预警的研究成果， 包括各种灾害的分类、影响，以及目前主要的监控预警措施，并对道路水灾的综合预警模式进行了探讨。 关键词：道路、水灾、监测、预警 Road Flood Disaster Monitoring and Pre-warning Technique Zhang Yongli, Zhang Jianping (Tsinghua University, Beijing 100084, China) Abstract: Road is one of the fundamental facilities of transportation and communications, which plays a very important role in our daily life and the national economy. In many places, flooding, which tops all the road calamities, impedes the traffic and economic activities to various degrees every year. The monitoring and pre-warning of road flood is an integrative system. Accurate information and correct analysis are crucial for successful pre-warning. In carrying out the monitoring and pre-warning, it is imperative to set up the evaluative indexes standards. A complete monitoring and pre-warning system involves three aspects: the monitoring and pre-warning of space, time and intensity. This paper summarizes domestic research findings of road flooding in resent years, which includes the category of diverse road flooding disaster, its consequences, and dominant measures of monitoring and pre -warning technique, and study on the model of integrative pre-warning of road flood .
