基于改进生态足迹的扬州市土地利用总体规划环境 影响评价研究 郑俊鹏，欧名豪，王 婷 （南京农业大学公共管理学院，江苏南京 210095 ） 摘要：研究目的：对扬州市新一轮土地利用总体规划进行环境影响评价，以对规划方案的合理性做出评价并提出完善 建议。研究方法：改进了的生态足迹法。研究结果：2005年扬州市的生态足迹超过生态承载力，处于生态赤字状态； 随着经济社会的发展，规划期间生态足迹的增长速度超过了生态承载力的增长速度，到规划期末 2020 年生态赤字进 一步扩大，扬州市必须采取有力措施来改善此种局面，主要是要减小人类对生态系统的过度开发以避免对生态系统造 成巨大压力，使经济社会的发展真正走上可持续发展道路。研究结论：新一轮土地利用总体规划改善了扬州市的生态 环境，提高了全市的生态承载力，是切合实际较为可行的规划，生态足迹方法与土地利用总体规划环境影响评价的结 合必将更加紧密。 关键词：土地利用总体规划；环境影响评价；生态足迹；生态承载力；扬州市 Study on Environmental Impact Assessment of General Land Use Planning of Yangzhou Based on Improved Ecological Footprint Method ZHENG Jun-peng , OU Ming-hao , WANG Ting （College of Pubic Administration，Nanjing Agricultural University ，Nanjing 210095 ，China ） Abstract: Research aim:This paper aimed to assess environmental impact of new general land use planning of Yangzhou, aimed to assess the rationality of the plan and put forward improved suggestions. Research method: improved ecological footprint method. Research results: ecological footprint exceeded ecological capacity of Yangzhou in 2005 , and it was in the state of ecological deficit. Along with the development of economy and society, the increase speed of ecological footprint exceeded that of ecological capacity in planning period, and ecological deficit will enlarge farther in 2020. So Yangzhou must adopt powerful measures to improve this status, which means decrease mankind’s excessive exploitation to ecological system in order to avoid huge pressure to it and make the development of economy and society to sustainable way indeed.
