安全生产检测检验理论构建及其应用的研究.doc

摘  要  随着科学技术的发展和法制建设的完善，我国的安全生产监督管理越来越注重科学 性、严谨性和数据证据。充分发挥安全生产检测检验体制和安全生产检测检验机构的作用， 可以在安全生产监督监察、事故调查等活动中，实现科学管理和科学执法。 新形式公信化的安全生产检测检验体制在我国起步较晚，对安全生产检测检验体系的 研究仍处在发展阶段。本文从安全生产检测检验体系的组成结构出发，把安全生产检测检 验的理论来源、运作方式、安全生产检测检验机构的内外部关系等相关内容作为一个整体 进行研究，剖析了安全生产检测检验体系的构成，指明了其质量管理和技术管理与标准化 体系及计量体系的关系，分析了其作用机理和运作方式，总结出安全生产检测检验体系的 概念和特征。在此基础上，以实例分析我国安全生产检测检验体系在安全生产检测检验活 动中的作用，寻找我国安全生产检测检验体系的优点和缺点，为其进一步发展提供建议。 关键词：安全生产检测检验体系；安全生产检测检验机构；标准化体系；计量体 系；质量管理 -I- Abstract With the development of science and technology and the improvement of the legal system construction, the supervision and administration of production safety in China pay more and more attention to scientific, preciseness and data evidence. Give full play to the safety production testing inspection system and institutions of safety production testing inspection, can realize scientific management and scientific law enforcement in activities of safety production supervisions and accident investigations. Safety production testing inspection system in new and credibly form started late in our country, study on safety production testing inspection system is still in the development stage.This paper based on the structure of safety production testing inspection system, analysis the theory source and operation mode of it and external relationships of safety production testing inspection institutions as a whole, analyzes the safety production testing inspection system structure, specified the relationship of quality management and technical management with standardization system and measurement system, analyses its mechanism and operation mode, sums up the concept and characteristics of safety production testing inspection system. On this basis, analysis the role of safe production testing inspection system in the safety production and testing inspection activities in cases, looking for advantages and disadvantages of safe production testing inspection system of out country, and provides advice for its further development.
