For the former, observers with and without internal delay are considered. For the latter, observers without internal delay is given. The corresponding design steps for various observers, which are all normal linear time-delay systems, are presented. Numerical examples are given to illustrate the methods. Key words Singular time-delay systems, functional observer, reduced-order observer, full-order observer, linear matrix inequality(LMI) 1 Introduction Time delay is frequently a source of instability and encountered in various engineering systems, which often occurs in the transmission of information or material between different parts of a system. The control of time-delay systems has received considerable attention over the last few decades. The specific application examples of time-delay systems in automatic control theory, physics, biology, chem- istry, economics, astronomy and so on have been given in [1]. On the other hand, singular systems have comprehensive practical background such as power syste
