科学发展观——党的执政理念发展的新境界 学生：xxx 指导教师：xxx 摘 要 执政理念是执政党以执政宗旨为核心的一整套执政观的理论，是关于执政理想、执政准则、执政思路的深层次的理性认识。它包括三个层次即为谁执政，怎样执政和执政理想。执政理念在执政理论体系中处于核心地位，是整个执政理论的核心和灵魂。执政理念既具有鲜明的阶级性，显著的继承性，又具有强烈的时代性和实践的导向性。 科学发展观作为党在新时期的执政理念，有着丰富的科学内涵。“以人为本”是党的执政宗旨，揭示了党执政的价值取向，解决了为谁执政的问题，是党执政理念的核心。统筹兼顾是党执政的根本方法，解决了怎样执政的问题。社会和谐是新时期党执政的理想和目标。科学发展观作为我国新世纪新阶段的执政理念，深化了党的执政宗旨，升华了党的执政理想，揭示了党执政的根本方法，是党的执政理念发展的新境界。 执政理念是精神的范畴，精神只有转化为物质，理念只有转化为实践，才具有真正的价值。执政理念的全部价值在于它对执政实践的指导。科学发展观作为新时期的执政理念，只有用于指导建设有中国特色社会主义的实践才具有其现实意义。我们必须以科学发展观统领中国特色社会主义建设的全局，坚持以科学发展观统领中国特色社会主义经济建设、政治建设、文化建设和社会建设，以科学发展观统领党的建设。关键词：执政理念 科学发展观 执政规律 中国特色社会主义 The Scientific Concept of Development——the New Realm of the Chinese Communist Party’s Governing Philosophy Abstract The ruling idea is a whole set of governance theory which regards the goal of the ruling party as the core concept; it is deep-rooted and rational knowledge about the ruling ideal, governing guidelines and the ruling thought. It includes three levels, namely, whom to reign for, how to reign and governance goals. The ruling idea is at the heart of the ruling theory system as well as the heart and soul of the whole ruling theory. The idea not only embodies distinctive class nature, significant inheritance, but also manifests a strong temporal spirit and practical guidance quality. As the governing philosophy of the Chinese Communist Party（CPC） in the new period, the scientific concept of development has abundant scientific connotation. People-oriented that is the purpose of the CPC ,reveals the values of the ruling and solves the issue that whom the CPC is ruling for, it is the core concept of ruling idea of the CPC. Taking all factors into consideration is the fundamental method of the CPCs ruling which addresses the issue of how to govern. Social harmony is the vision and goals of CPCs ruling in new period.
