中国科技论文在线 基于市场化视角下的政府公共服务职能探 析 吴丰* （辽宁工程技术大学公共管理与法学院，辽宁 阜新 123000） 摘要： 自 20 世纪七八十年代以来，西方国家政府在提供公共服务方面面临着一种困境，即 政府垄断公共服务领域，这不仅造成服务效率低下，提供的服务质量不高，而且给政府带来 了巨大的财政压力。因此，在当今世界各国的行政改革中，公共服务市场化改革日趋成为一 种潮流和趋势。英、美、德等国的公共服务市场化改革在有效改善公共服务的同时，也为我 国政府的改革提供了新的视角。本文通过分析英、美、德等国的改革实践与成效，将公共服 务与市场机制结合起来，以期为我国政府公共服务市场化改革找寻一条适合中国国情的道 路。 关键词：公共服务；市场化；公共服务市场化；改革 中图分类号：D601 Public Service Function Analysis of Government under the Market-based Visual Angle Wu Feng (Public Administration and Law,Liaoning Technical University,LiaoNing FuXin 123000) Abstract: Since the seventies and eighties of the 20th century, the governments of western countries have faced a kind of predicament in offering the public service, i.e. the public service field of government monopoly, this not merely causes service efficiency to be low, the service offered is of low quality, and has brought the enormous financial pressure to government. So, during the administrative reforms of the current countries all over the world, the market-based reform of public service becomes a kind of trend and trend day by day. The market-based reforms of public service of countries such as Great Britain, American and Germany have offered a new visual angle for reform of our government too, while improving the public service effectively.This paper, through analyzing reform practising and effect of countries such as Great Britain, American and Germany, combine public service and market mechanism together, regard one as the market-based reform of public service of our government and look for a road which is suitable for the Chinas actual conditions.
