学术研讨 构建国家标准体系的关键问题研究 1,2 1 1 1 ■ 江洲 陈玉忠 咸奎桐 王志强 （1.中国标准化研究院；2.清华大学工业工程系） 摘 要： 国家标准体系建设是对标准的研究、制定、实施、服务等环节进行优化和完善的系统工程。本文从构建国家标 准体系的重要作用和意义出发，提出了标准体系框架、标准体系明细表和技术委员会体系、国际标准化工作机制和保障体 系建设的需求，并对构建标准体系框架和明细表、确定标准制修订重点领域和项目、优化技术委员会体系和构建标准资 源库等几个关键问题进行了研究和探讨。最后，本文分析了国家标准体系建设成果推广和应用的前景。 关键词： 国家标准体系；标准体系明细表；重点领域；技术委员会体系；标准资源库 Research on the Key Issues of Establishing National Standard System 1,2 1 1 1 JIANG Zhou , CHEN Yu-zhong , XIAN Kui-tong , WANG Zhi-qiang (1.China National Institute of Standardization; 2. Department of Industrial Engineering, Tsinghua University) Abstract: The establishment of national standard system is a systematic engineering which can optimize and improve the procedures development, implementation and application of the standards. From the analysis on the important role and signifi cance of establishing national standard system, this paper describes the demands for establishing the framework of standard system, the framework and the diagram of standard system, the technical committee system, the working mechanism of international standardization and guarantee system. Further, this paper discusses some key issues including how to establish the diagram of standard system, to confirm the key fields and projects of standards development and revision, to optimize the technical committee system and to establish standards database. Finally, the prospect of improving the application and services based on the achievements derived from the national standard system is discussed.
