Abstract:T he historical and cultural resources in Xi an are evaluated wit h nationw ide and w orldwide
preservation o culture as background .T he paper holds that t he abundant historic and cultural herit age
is the strategic resources o Xi an development .T aking t he preservation o city individuality and cre-
ation o uniqueness o t he ancient city int o consideration, t he author puts orward the strategic think-
ing about the positioning o Xi an as a historic and cultural city in China, t he existing contradiction be-
tween preservation and development, key studies and supportive policies made by the government .
