M any scholars in different states hold different op in ions on it. On the fields of regulatory objects, regulatory m ethods, legal character, legal force, alue orientation, these two subjects show rem arkable differences as w ell as the coordination. Generally speak ing, on those fields m entioned abo e, those kinds of differences man ifest the conflict and incompatib ility in inherence.
