政府信息学：一门关于电子政务的新学科* 1 2 金江军 承继成 (1.北京大学城市与区域发展协会 北京 100871；2.国际欧亚科学院中国科学中 心 北京 100191) 摘 要: 政府信息学是一门公共管理学与信息技术科学的交叉学科。本文首先阐述了政府信 息学的研究内容，包括电子政务基础理论、电子政务规划建设方法论、电子政务相关问题三 大方面。然后分析了政府信息学与政治学、经济学、社会学、法学、管理学等社会科学，与 图书馆学、情报学、档案学等人文科学，与自然科学、工程技术科学等相关学科的联系。接 着评述了国内外政府信息学研究进展情况。最后提出了开展政府信息学研究的一些建议，如 建立合理的知识结构，面向国家的重大需求，采用先进的研究方法。 关键词: 公共管理学；电子政务；政府信息学 Introduction to Governmental Informatics：A New Discipline about E-government 1 2 Jin Jiang-jun Cheng Ji-cheng (1.Association of Urban and Regional Development, Peking Univ ersity Peking, 100871;2.The China Science Center of International Eurasian Academy of Sciences Peking, 100191) Abstract: Governmental Informatics was an interdisciplinary science of public administration and information technology. In this paper, firstly the research content of Governmental Informatics was elaborated, including the basic theory of E-government, methodology of E-government planning and construction, related issues of E-government. Then the relationship between Governmental Informatics and social sciences such as political science, economics, sociology, law, management science; humanities such as library science, intelligent science, archival science, and natural sciences, engineering and technology science . And then the progress of Governmental Informatics research in the world was reviewed . Finally, some suggestions to carry out Governmental Informatics research were presented, such as setting up a reasonable knowledge structure, facing the major needs of the country, using advanced research methods .
