ABSTRACT
There are a variety of decision making tools which help engineers plan timely and cost effective
maintenance. The majority of these tools address project level maintenance, such as that required for a
particular section of track, where the level of benefits tends to be relatively discrete and definable.
However, it is at the network level, where the benefits are less tangible, that the consideration of the
benefits of investment in maintenance has an important role to play in helping frame policy. A major
problem concerns how network level benefits may be presented in a simple and straightforward manner
which is meaningful to politicians and senior decision makers alike. This research reported herein
investigates the necessary components of a tool which may be used to achieve this.
To this end the research seeks to develop a numerical model which can describe the relationship between
maintenance funding levels and subsequent track quality condition at the network level.
This paper describes the work effected to date in producing such a model, and outlines the key
components of the model including; the way in which track condition is represented at the network level,
the measure of condition and the type of treatments considered in the model, the process of treatment
intervention and track degradation.
