TRACK MAINTENANCE FROM A NOISE PERSPECTIVE IN THE CONTEXT OF EUROPEAN LEGISLATION, STANDARDS AND RESEARCH James Block AEA Technology Rail Jubilee House 4 St. Christopher’s Way Pride Park Derby DE24 8LY, UK james.block@aeat.co.uk KEYWORDS: railway noise, environmental impact, rail roughness, corrugations, rail grinding ABSTRACT The interaction between wheel and rail generates the major contributor to the noise produced by a moving train. Therefore the quality of rails and track structure have a direct effect on the level of noise emitted. This noise affects drivers, passengers and people living alongside the railway. At a European level, noise legislation and standards are being introduced, including the Physical Agents Directive (Noise), the Environmental Noise Directive 2002/49/EC and the Technical Specifications for Interoperability. This paper summarises these and discusses their implications in terms of track maintenance. In particular the Environmental Noise Directive has spawned a number of research projects to examine how the required noise mapping may be achieved. A consequence of this Directive is that Action Plans must be formulated for the control of environmental noise. One potential method of reducing noise is the control of rail head roughness and corrugations, typically through targeted rail head grinding. A number of tools available for the measurement of roughness are described. INTRODUCTION Railway operational noise originates from a number of sources.
