论市场经济对我国义务教育公共性的 侵蚀及其救治策略 摘 要 义务教育是一项公益性事业，公共性是义务教育的基本属性之 一。义务教育的公共性是国家对义务教育干预程度的一种体现，是 政府在保证义务教育公平、正义等方面的责任和功效。它包含形式 上的“公”与实质意义上的“公”两个层面的内容，前者主要以公 立学校的形式得以体现，后者则在于强调义务教育的公平、公正等 特性。市场经济对我国义务教育公共性的侵蚀主要体现在后者，具 体表现为：政府教育职能“缺位”致使公共责任弱化；学校两极分 化造成教育乱收费现象严重；学校“挑选”学生和家长“选择”学 校日益明显导致教育不公平加剧。 因此，市场经济条件下，救治我国义务教育的公共性，一方面 要转变政府教育职能，实现政府治理模式的变化；另一方面要强化 政府在义务教育发展中的主要责任人角色；同时还要不断整合各种 社会力量的作用。 关键词：公共性 义务教育 市场经济 On Market Economys Corrosive Effect on the Publicity of Compulsory Education and Its Countermeasures Abstract Compulsory education is a public welfare enterprise, and publicity is one of the essential attributes of compulsory education.
