护理队伍是公立医院的重要组成部分,加强护理队伍建设是提高护理质量、保障
患者健康的基础,是深化公立医院改革的重要内容之一,对于改善当前严峻的医患关
系具有重要意义。近年,由于新医改的推行,护理队伍建设已经取得巨大的成就,护
理人员数量增多、高学历高职称护理人员在整体队伍中的比例不断提高。但也存在着
护理人员压力过大、任务过重等问题。本文以制度变迁理论、需要层次理论、双因素
理论为理论基础,首先分析了我国护理队伍建设的现状;其次,分析当前护理队伍建
设存在的劳动强度过大,流失率过高,人才选拔制度不完善,专科护士管理及后期培
养不足,护士工作的幸福指数不高等问题,并分析其问题产生的原因;再次,论述加
强公立医院护理队伍建设的必要性与可行性;最后文章在以S 市某医院为个案分析的
基础上,从政府强化责任、调整人力资源规划、拓展职业前景、提升职业幸福指数、
合理设置护理课程、提高职业素质等角度提出了构建公立医院优质护理队伍的路径选
择。

Abstract
The nursing team is an important part of public hospitals, so that strengthen the
nursing team is the foundation of improving the quality of nursing and ensuring patients’
health, as well as one of the significant contents of deepening the reform of public
hospitals, which has important significance for relieve the current tension between doctors
and patients. In recent years,due to new medical reform ,the nursing team construction has
obtained great achievements ,which is reflected in the continuously increasing number of
nursing personnel and the growing proportion of highly educated and senior-title nursing
personnel in the whole team. However ,there are several problems, such as excessive
pressure and excessive workload. This paper is based on Institution
