摘 要 近几年来，随着世界经济日益全球化，能源行业的发展日益迅猛，石油化工建设 工程项目也越来越增多起来，给中国的工程公司带来了机遇也带来了挑战。石油化工 建设项目EPC 工程项目管理模式代表了现代西方工程项目管理的主流，石油化工建 设项目成功地应用这种管理模式能达到缩短工期、降低投资等目的。 EPC 模式在我国还比较新，目前仅在化工、电力等较少行业中被采用，它的广 泛应用面临着很多问题。对总承包商而言，风险管理问题首当其冲。EPC 模式下， 总承包商在利润得以提高、合同权力得以加强的同时，承担的风险也随之增大。目前 的EPC 模式的风险管理研究尚处于起步阶段，针对EPC 模式提出的风险管理思想 还很少。 为了更好的解决这个问题，本文通过石油化工项目对风险识别、风险评价及风险 应对方面作了详细深入的研究，提出了一套针对石油化工项目EPC 模式开展风险管 理的体系。具体的工作有：1）通过对EPC 工程的特点和风险隐患分析，提出新的风 险定义；2 ）将四种风险应对策略按风险规避、风险转移、风险缓解、风险自留的优 先顺序进行排列。对于可消除的风险因素建议，选择风险规避和风险转移策略；对于 不可消除的风险因素，建议选择风险缓解和风险自留策略。3 ）对在石油化工工程中 投标、设计、采购、施工中的具体风险进行了分析和研究，并给出了有效的应对风险 的策略。 关键词： EPC ；总承包；项目管理；风险管理 I ABSTRACT ABSTRACT With globalization of the international economy and rapid development of the energy industry in recent years, the projects in petrochemical industry construction increase intensively, which brings both opportunities and challenges to our national engineering companies. The EPC project management approach represents the main methodology adopted in the current projects by western countries.
