万方数据 Study on the Development Strategy of Han Nan Province’s Public Transportation Priority A Dissertation Submitted for the Degree of Master Candidate：Xu Dawen Supervisor：Prof. Chen Yinshe Chang’an University, Xi’an, China I 万方数据 万方数据 I 万方数据 摘 要 近些年来，随着城市化、机动化进程的加快，日益严重的城市交通拥堵问题与机动 车尾气排放引起的环境污染问题严重影响了城市发展和人民群众生活水平的提高。经过 很多国家多年实践证明，优先发展城市公共交通是解决城市交通问题的重要手段。但是， 如何结合海南省实际情况，因地制宜地做到公交真正优先，还需要进一步的研究。 本文首先在吸取国内外优秀学者研究成果的基础上，分析了“公交优先”的内涵及 相关的概念，为本文提供了理论基础。通过分析公共交通落后存在的弊端从而提出“公 交优先”发展的必要性。其次，通过分析国内外城市公共交通发展模式，总结出可供海 南省借鉴的优秀经验，为制定海南省公交优先发展对策奠定了基础。在此基础上，通过 实地调查等方法，收集海南省公交发展情况的第一手实证资料，系统地从总体情况、路 网系统、政策支持等六个方面，对海南省公交发展现状进行研究，从而指出当前海南省 公交优先发展存在的七个主要问题。最后，结合国内外城市公交发展优秀经验与海南省 实际情况，系统地从政府、公交企业、城市居民三方面提出了包括公建公营公共交通基 础设施、合理优化公共交通运营线路和运营时间、提高服务质量与服务水平、提升“绿 色出行”意识，选择公共交通工具等一系列对策，以促进“公交优先”发展战略的全面 落实，切实解决海南省城市交通问题。 关键词： 公共交通，公交优先，对策研究 II 万方数据 Abstract In recent years, along with the process of urbanization and motorization, the increasingly serious problem of urban traffic congestion and environmental pollution caused by vehicle emissions seriously affected the urban development and the improvement of peoples living standards.
