昌邑市阳光嘉园中区项目环境影响评价研究 摘 要 房地产业作为城市第三产业的重要组成部分，近年来在国家“扩大内需”的 宏观政策指导下，已成为我国经济新的增长点。然而伴随着房地产业的快速发展， 所产生的环境问题也日益突出。在房地产开发建设活动之前做好环境影响评价， 可以将项目本身带来的污染降到最低，有利于促进城市生态环境和社会经济的协 调发展，因此对房地产开发建设项目进行环境影响评价具有重要意义。 本文以昌邑市阳光嘉园中区项目为例对房地产开发建设项目环境影响评价 进行研究。该项目属于城市新建住宅小区项目，由昌邑市国泰房地产开发有限公 司投资建设。本文通过文献资料搜集、现场调查与监测、公众参与等方式，结合 项目工程分析，全面考察了该项目的环境质量现状，并据此确定了此次环评的内 容和重点。然后采用定量与定性分析相结合的方式，综合运用历史数据分析、模 式计算、数量统计、类比预测等环境影响评价方法，分别从空气、水、噪声、固 体废弃物和生态环境五个方面详细分析预测了该项目施工期和营运期对环境可 能造成的影响，同时对其影响进行评价，提出相应的环保措施并进行经济技术论 证。接着，对该项目进行环保投资与效益分析。最后，综合上述研究结果，得出 本项目具备环境可行性的结论。 本文的研究成果，可为项目的设计、开发与建设提供参考，也为环境部门的 管理提供了技术依据。此外，本文的研究试图为房地产开发建设项目环境影响评 价提供一种可参考的范式。因而，本文具有一定的实践指导意义和理论意义。 关键词： 房地产 建设项目 环境影响评价 Study on Changyi City Yangguang Jiayuan Project EnvironmentalImpact Assessment Abstract In recent years, the real estate industry as the main components of the tertiary industry has become Chinas new economic growth point under the macroeconomic policy of expanding domestic demand. However, with the development of the real estate industry, environmental issues are increasingly prominent. The environmental impact assessment before the real estate development and construction activities can reduce pollution and promote the harmoniously development of project itself and economical society.
