摘 要 倡导“渝川黔金三角”区域旅游合作八年来，区域旅游合作也由政府间的“坐 而论道”进入了市场化操作实施阶段。操作实施的关键在于区域旅游运营体系的设 计和市场化运作主体的构建。因此，设计运营体系和构建运作主体，是本文研究的 目的和归宿。 本文首先介绍说明了“渝川黔金三角”区域旅游资源及其特质，运营现状、差 距和存在的问题；接着进行了区域旅游运营的基础理论探讨，主要探讨了运营体系、 运营基础、运营资源、运营条件和运营原则等五个基础理论部分。在本文的核心部 分提出了一个全新概念-- “区域旅游运营商”。从运营商概念认知、职责定位、组织 结构、资本结构、运营模式和管控模式等六个方面对“区域旅游运营商”进行了大 胆的构想设计，提出创造区域旅游合作经营新机制，统一构建以超大规模旅游景区 为运作平台的“区域旅游运营商”为市场主体的运营系统；统一设计以“区域旅游 协调委员会”为最高决策监管主体的协调系统和监管系统，是落实“渝川黔金三角” 区域旅游总体规划，统领区域旅游整体运营，提高区域旅游整体形象和综合竞争力， 加快区域旅游联合发展的有效途经。 关键词：区域旅游，运营，运营商 I ABSTRACT Since we initiate cooperation in “Yu Chuan Qian golden triangle” district-tourism eight years ago, the cooperation had not only been discussed by the government but also came into practice now. The key of implementation is the design of the operation pattern and the construction of the principle part of the market operation. According to what I just said, the aim of this article it to designing operation pattern and to constructing the principle part of the market operation. At the beginning of this article, this article introduced the basic condition of “Yu Chuan Qian golden triangle” district-tourism: the natural resources, its particularity, the states of operation, the advantages and disadvantages, and the issue we face. After that, this article discussed the basic theories of district-tourism operating, and it concluded five parts: operation pattern, operation foundation, operation qualification, operation resources, operation principle. Next is the core part of this article. The core part bring forward a brand new concept – “district-tourism operations merchant”.
