摘要由于建筑节能的源头管理工作比较薄弱，致使我国建筑节能政策相对滞后,建筑节能的系统化管理不甚科学,建筑节能的行政服务体系尚未建立。所以，结合我国当前的建筑节能产业发展背景，研究建立切实可行的建筑节能行政服务体系成为迫切的任务。本文首先从建筑节能行政服务体系建设角度出发，通过服务体系研究，对比国内外的建筑节能行政服务体系，探讨适合于我国国情的政策性建议和措施；其次，从建立建筑节能经济激励政策、完善建筑节能新技术服务体系、建立权威的建筑节能能源标识与认证体系、获取建筑节能示范工程推广和应用的政策性支持以及促进国际间交流与合作。第三，通过对比分析和总结归纳，确定了建筑节能市场培育是要行政服务体系健康发展为前提，进而探讨了促进建筑节能市场可持续发展的方向。本文的目的是通过对当前建筑节能热点问题的深入研究，为建筑节能行政服务体系建立的具体实施工作提供了科学理论依据和方法。本文对国内外的建筑节能服务体系进行了详尽地分析和研究，通过对比发现我国建筑节能行政服务体系存在很多问题，包括激励政策不到位、节能新技术的成熟度不高、建筑节能统计工作相对滞后、政府对与建筑节能相关服务产业缺乏直接的政策引导等。进而，本文经过研究，对构建建筑节能行政服务体系提出了五点建议：一是建立建筑节能经济激励政策；二是完善建筑节能新技术服务体系；三是建立权威的建筑节能能源标识与认证体系；四是获取建筑节能示范工程推广和应用的政策性支持；五是促进国际间交流与合作。本研究以期通过经济、政策、技术的杠杆作用调节建筑节能与企业、公众间的经济利益关系，使民众的建筑节能意识增强等，促进建筑节能产业得以健康发展。关键词：建筑节能行政服务体系节能标准IAbstractBecausebasicmanagementofbuildingenergysavingisnotenough,thepolicyofbuildingenergysavingisrelativebackward,administrationservicesystemcouldn’tbebuilt.Therefore,makingeffectivepolicyandcreatinganadministrationservicestructurebasedonourcurrentstatesituationisthepressingtasktoimprovebuildingenergyefficiency.Firstly,fromthepointofcreatingadministrationservicesystemofbuildingenergysaving,itcomparesthedifferencesbetweennationaladministrationservicesysteminbuildingenergysavingandoverseas,andputsforwardpolicystrategyandmeasuresaccordingtoourstatesituation;Secondly,itissuggestivetoestablisharangeofencouragingpoliciesforconstructionsector,suchasenergycodeandcertificatesystem,newtechnologyserviceprogram,exampleprojectandpolicysupportandintensifyingtheinternationalcommunicationandcooperation;Thirdly,throughcomparingandsummarizing,itpointsoutthatthehealthydevelopmentofadministrationservicesystemofbuildingenergysavingistheprerequisiteinthebuildingenergysavingmarket,anditalsodiscussesthefuturedirectionofsustainabledevelopmentofthemarket.Thepurposeofthethesisistoproposeascientifictheorybasisandmethodfortheimplementofthepolicyemployedintheadministrationsysteminbuildingenergysaving.Throughthecomparisonbetweenthedomesticandforeignbuildingenergysavingservicessystem,itisfoundthatC
