重庆大学硕士学位论文英文摘要ABSTRACTOriginatedinthe1960s,theconceptofhumanresourcereferstosummarythatpeoplehaveintellectuallylaborabilityandphysicallylaborabilityinasociety.ByApril1st,2006theinvestigationreportofChongqingcityshowsthatthenumberofChongqingcitydisabledpeopleis1.694millioninthesecondnationaldisabledpersonsamplesurvey.Inrecentyears,themonitorreportindicatesthatthetendencyofdisabledpopulationisgrowinginChongqing.Asanimportantpartofthesocialpopulation,thedisabledpeoplehaverichhumanresourcesanddevelopmentpotential.However,asaspecialgroup,thehumanresourcedevelopmentofthedisabledpeopleisignoredinacertainextent,andthedevelopmentworkhasrestrainedintheenormouslimit.Facingthenewsituationofeconomicaldevelopmentandtheconstructionofharmonioussociety,humanresourcesdevelopmentworkofthedisabledpeopleisimminent.Itisnecessarytodevelopeducation,trainingandrecoveringofdisabledpersons,andtoimprovephysicalquality,theculturalqualityandskilllevel,andgivefullplaytotheirenthusiasm,initiativeandcreativity,andtoenhancetheirabilitytoresistriskofpoverty.Firstlythispaperinterpretstherelatedconceptsandtheoreticalanalysisofthehumanresourcedevelopmentofdisabledpeople,andanalyzesthenecessityandfeasibilityofhumanresourcedevelopment,thenexpoundsthecurrentsituationofhumanresourceandthedevelopmentsituationofChongqingdisabledpeople.Basedontheabove,itfurtheranalyzestheexistingproblemsandtheinfluencedfactorsinthehumanresourcedevelopmentofChongqingdisabledpeople.Finally,combinedwiththeactualityinChongqingcity,itputsforwardthecorrespondingcountermeasureandsuggestion.Keywords:Chongqingdisabledpeople,Humanresourcedevelopment,CountermeasureII重庆大学硕士学位论文1绪论1绪论1.1研究背景及意义1.1.1研究背景关注残疾人事业，是我国政府关注民生，构建和谐社会的重要方面。残疾人事业的发展是衡量一个城市、一个区域乃至整个国家文明发达程度的重要标志之一。重庆市残疾人口规模大，根据第二次全国残疾人抽样调查重庆调查数据推算，截止2006年4月1日，重庆市残疾人总数为169.4万人，占全市常住总人口的6.05%。①妥善解决好残疾人的教育、康复、就业等问题具有重大的现实意义。因为这不仅关系到我市一百多万残疾人劳动权利的实现，而且还能缓解众多家庭的负担，减轻社会的压力；既有利于社会的安定与团结，又能促进生产力的发展，为社会创造更多的财富。残疾人分为完全丧失劳动能力者和部分丧失劳动能力者。部分丧失劳动能力的残疾人还有一定的劳动能力，仍可以作为生产要素投入社会经济活动，是人力资源不可剔除的一
