AnEnquiryintoTheory PracticeoftheConstruction ofThePartyinCommunity Abstract:AsanimportantmeasureoftheChineseCommunistPartyinthenew epoch,theconstructionofthePartyincommunitiesplaysakeyroleinstrengthening thebasesforcommonpeopleandthePartyspoliticalleadership.Tocompensatefor therelativelyweaksituationofthepresenttheoriesoftheconstructioninquestion, thisthesischoosestoenquireintothesetheoriesinthefirstplace.Thisthesisargues thatthecomprehensivetheoriesoftheconstructionofthePartyincommunities shouldincludetheguidingideas,objective,principle,characteristicandpositionof theconstructioninquestion.Onsuchabasis,thisthesisarguesonthecontentofthe constructioninquestion,includingtheconstructionsofidea,behavior,organization, leadershipandsystem.Whatfollows,throughacarefulanalysisofthepresent situationoftheconstructionofthePartyincommunities,isthedesignationofthe measurestobetakenfortheperfectionoftheconstructioninquestion,andthese includefurtheringtheself-constructionofthebranchorganizationsofthePartyin communities,perfectingthesystemoftheconstructioninquestion,promoting democracywithintheParty,strengtheningtheconstructionofcommunitiesand perfectingthesystemofmanagementatbasiclevelsincities.Thisthesisin particularexploresintothewayofleadershipofthebranchorganizationsofthe Partyincommunities. Keywords:theoryoftheconstructiono#thePartyincommunities;the constructionofthePartyincommunities;function 前 言 “求木之长者，必固其根本，欲流之远者，必浚其源泉”hl。中国共产 党十分重视自身的基层建设，把自身的基层建设视为关系到生存与发展、执 政地位能否巩固的大问题。在长期革命和建设实践中，中国共产党进行了卓 有成效的基层党建工作，为其它工作的开展提供了很好的政治组织保障。改 革开放以来，中国共产党的基层建设在取得了很大的成绩同时，也面临着不 少巫待解决的问题。尤其是社区党建，作为党建的新领域和新课题，迫切需 要理论的有效指导和实践的大力推进。 从1996年上海市委提出社区党建的概念以来，社区党建的理沦与实践， 在各方的积极推动下，取得了很大的进展。对社区党建形成原因、目标与任 务、作用、意义、内容、发展趋势等，已形成了初步的认识12);确立了街道 党工委的领导体制，明确了社区居委会党支部政治核心地位，初步形成了以 街道党工委、社区党支部为主体，辖区内机关、企业事业单位、社区内 “两 新”组织的党组织，广大党员共同参与的区域性党建格局。 在社区党建的研究方面，己逐步突破了单纯就党建研究党建的作法，开始 把社区党建放在社区建设、基层
