上海市老年人口地养老服务研究.pdf

摘 要 随着中国人口老龄化程度的加深，作为我国人口老龄化程度最为严重的上 海首当其冲。如何提高老年人口的养老服务水平成为全社会共同关注的一个重 要课题。 俗话说“家有一老，如有一宝”，老年人对上海的繁荣和发展作出了大量 的贡献，随着上海市老年人口的日益增加，对养老服务多元化、多层次的需求 也越来越急迫。如何实现“老有所养、老有所为、老有所依、老有所教、老有 所乐”，需要全社会的力量来共同完成。 本文共分为五部分，本文共分五章，第一部分绪论中，首先对本文的研究 背景，研究意义做了概要介绍。其次从养老服务的种类、模式对目前的国内外 研究现状进行分析。随后介绍了本文的基本思路和创新之处。第一章，概要介 绍了本文研究的理论基础，分别从福利多元、治理和善治、新公共服务、公共 物品供给四个方面为本文的研究奠定基础，提供支撑。第二章，是对上海市养 老服务概述，主要是从养老服务社会化供给的内涵和目前上海养老服务社会供 给的现状以及经验成效进行分析。第三章，作为本文的研究重点，主要研究上 海市养老服务的局限和问题。上海市老年人口占户籍人口的22.1%，面对众多的 老年人口，无论从硬件还是从软件上，上海的养老服务都面临着大量问题。第 四章，则是在前几章研究的基础上，提出了上海市养老服务的完善与改进对策。 通过政府，市场，社会三方面的共同完善，进而更好的满足老年人多样化的养 老服务需求。 关键词：上海市；老年人口；养老服务 I ABSTRACT As the deepened degree of Chinas aging of population, Shanghai is first to be affected with its most serious population aging degree in China. How to improve the elderly pension service level becomes an important subject of common concern of the whole society. As the saying goes, a family has an old person just as the family has a treasure. The elderly in Shanghai made a lot of contribution to the prosperity and development of Shanghai. With the increasing elderly population in Shanghai, the demand for the diversified and multi-level pension service is becoming more and more urgent. We often hear the statement that we should make the old always have some securities, have something to do, have someone to reply on , have something to be taught and have a lot of happiness.
