万方数据 摘 要 本文以学前教育公共服务体系构建中的政府责任为研究对象，运用学前教育学、 教育管理学、政治学等多学科理论，在明确学前教育公共服务体系内涵的基础上，研 究分析政府在学前教育公共服务体系构建中的作用和角色。 本研究主要运用文献法、问卷调查法等研究方法，对学前教育公共服务体系构建 中的政府责任进行客观描述和理论分析。通过调查研究发现，在学前教育公共服务体 系构建中，政府存在着对学前教育职责定位不清，学前教育公共资源严重缺乏、经费 投入不足、师资队伍配置不均、及学前教育监管不力等问题。本文通过对公共选择理 论、新公共管理理论、新公共服务理论和治理理论的分析认为，要推动学前教育事业 快速健康发展，需要明确政府在学前教育公共服务体系构建中的定位。根据调查结果， 提出以下建议：加大公立幼儿园建设，积极扶持民办幼儿园，优化调整布局；明确各 级政府投入责任，合理分担成本；提升幼儿教师队伍专业水平，合理配置师资，保证 教师福利待遇；最后，政府要加强对幼儿园的质量监管，为构建学前教育公共服务体 系提供完善的信息平台。 关键词：学前教育；公共服务体系；政府责任 I 万方数据 Abstract This thesis, take governmental responsibility in preschool education public service system construction as the research object, use lots of discipline theory such as preschool education, educational administration and political science, on the basis of clearness of the connotation of the public service system, research and analysis the role and function of the government in pre-school education public service system. This research mainly using the research methods of documentary method, questionnaire method, etc., objectively describe and theoretically analysis the government’s responsibility of the construction of the public service system in preschool education.
