1    GAFL 732: Public Management Spring Term 2010 : Wednesdays, 2:00-5:00 p.m. Professor John DiIulio and Mr. Joshua Power Course Mission: This core course is designed to help students enrolled in the Fels MGA program to learn significantly more than they already know about public management, and to enrich and enliven their respective reflections about possible careers as public managers. Course Organizing Concepts: The course features six pedagogically cumulative organizing concepts, each of which is outlined below on this syllabus: • Public Management: Jan. 13, 20, and 27 • Political Rationality: Feb. 3 and 10 • Government by Proxy: Feb. 17 and 24, Mar. 3 • Backward Mapping: Mar. 17 and Mar. 24 • Principled Agents: Mar. 31 and April 7 • Democratic Leadership: April 14 and 21 Required Readings : In addition to materials distributed in class or posted on Blackboard (students are responsible for regularly checking for postings), each student is individually responsible for purchasing or otherwise obtaining copies of five required books: 2    Carolyn Hill and Laurence Lynn, Jr., Public Management: A Three-Dimensional Approach (Congressional Quarterly, 2009).
