Evaluation of the capacity for sustainable development of rural roads A Dissertation Submitted for the Degree of Master Candidate： Zhao Ruotong Supervisor: Prof.Wang Jianwei Chang’an University, Xi’an, China 摘 要 农村公路是我国公路的重要组成部分，其发展成为我国推进实现全面步入小康社会 步伐的重要内容之一。农村公路作为我国农村重要基础设施，经历了从由少到多，由通 达到安全通畅的目标的转移。“十二五”规划以科学发展观为指导思想，以提高建设管 理能力，通达深度和通畅程度为发展目标，以优化前期工作，提升建设能力和工程质量， 提高服务能力，提高发展质量为政策措施，实现农村公路转变发展方式、实现又好又快 发展的客观要求。 本文以国内外农村公路的发展现状为前提，从可持续发展理论出发，了解农村公路 可持续发展的内涵与原则，对我国农村公路可持续发展影响因素进行分析，确定了农村 公路可持续发展能力的评价方法，构建了以农村公路对社会需求的适应能力；农村公路 资源承载能力；农村公路管理调控能力；农村公路的经济与财务发展能力与农村公路安 全控制能力为指标的农村公路可持续发展能力评价体系。在农村公路可持续发展能力评 价指标体系中确立的分指标有：农村公路的运输需求量；农村公路运输年客货运输周转 量；农村公路运输车辆平均吨位；农村公路运输车辆百吨公里能源消耗量；农村公路交 通事故死亡率；农村公路累计占用耕地面积；农村公路累计占用土地面积；复垦面积； 农村公路总里程；农村公路不同等级公路里程；农村公路不同等级公路通行能力；交通 固定资产；农村公路交通投资效益指数；农村公路运输效益分指数；农村公路信息化水 平等，运用综合指数动态比较法进行评价，并以辽宁省为例进行实证研究，最后提出为 实现我国农村公路可持续发展的战略对策和建议。 关键字：农村公路，可持续发展，能力指数，评价 I Abstract Rural roads is an important part of Chinas roads ，and its development has became an important part in promoting the realization of an amoderately prosperous society. As the critical infrastructure in rural areas in China ，rural roads has experienced a process from less to more ，accessible to smooth and safe. With the scientific concept of development and the development goals of improving management capacity, depth of access and patency ，12th Five-Year Plan takes policy measures about optimizing the preliminary work ，enhancing capacity-building and project quality ，improving service capacity and improving the quality of development，to change the development mode of rural roads and achieve sound and rapid development. From the premise of current development of the
