滨江县村民小组长队伍建设研究 摘 要 随着社会主义新农村建设的推进，作为其政治保障的农村基层民主建设亟 待加强。本文以安徽省滨江县的村民小组长队伍建设为研究对象，从农村治理 的角度入手，主要参考了治理理论、社区精英化治理理论和国家政权建设理论， 总结了村民小组长队伍建设中的问题：1.村民小组稳定性过高;2. 村民小组设 置不合理；3.小组长年龄偏大; 4.受教育层次较低 ; 5.小组长权利义务不平等;6. 小组长职业层次低。通过调研找出了造成这些问题的原因：1.选举制度不完善； 2. 村民小组长待遇偏低；3.传统的价值评价模式的制约；4.村民小组长管理 制度不到位。并提出了解决对策：1.科学撤并，合理调整村民小组；2.规范选 配,优化结构；3.明确职责,提升素质；4.保障待遇，强化考核。在此基础上还 进一步对村民小组长队伍精英化发展趋势作出分析展望。希望本论文能对全国 其他省市社会主义新农村建设有一定的参考价值，共同构建社会主义和谐新农 村。 关键词 ：村民小组长；新农村建设；农村治理；社区精英化理论；国家政 权建设理论 The research on the building of villager group leader of Binjiang county ABSTRACT With the construction of new socialist countryside, as its political and security of rural democratic construction to be strengthened.
