生态政策驱动下劳动力转移对农村社会结构影响.pdf

摘 要 生态环境脆弱的农牧交错带，是国家实施生态政策的重点区域。随着生态政策的实施，富余 劳动力火量转移，使农村社会结构发生了巨大的变化。地处北方农牧交错带的宁夏盐池县，是研 究生态政策驱动下劳动力转移对农村社会结构影响的典型区域。本文以自然村调夯数据和农户调 查数据为原始资料，以生态政策的发展过程为线条，分析了生态政策实施后对农村社会结构的不 同影响。结果表明： 生态政策实施后，八个自然村以54岁以上的文盲、半文盲和小学文化程度的人群为主，且 女性较多；家庭人口数减少，家庭户规模减小。家庭资产收入由以农牧业收入为主转变为以转移 性收入为主，农牧业收入为辅的状态；农民消费结构逐步优化，食物消费比例降低，其他消费比 例上升。家庭经营结构中的种植业比重下降，畜牧业比重上升，林业比重降为零。水浇地、旱地、 草地和林地的人均资源占有量均增多。在种植业内部，玉米种植面积大增；第在农业内部，牧业 比重上升，种植业比重人幅下降。家庭资产支出方面，除了生活消费和转移性支出比例降低外， 其他资产支出比例都上升。 负面影响：劳动力过度转移，对农业发展，农村社会、管理产生不利影响，使农村出现“空 心化”现象并产生了“三留守”现象，针对负面影响提出了相应的解决措施。 关键词：农牧交错带，生态政策，劳动力转移，社会结构 Abstract in of environment and interlacedthefocusthe Fragileecological agriculture zone，is pasturage of areas．Withthe ofthe implementationecologicalpolicy implementationecologicalpolicies，alarge labor taken inthe structure． numberof force have ruralsocial surplus transfer,greatchanges place Locatedin northern the the zoneofYanchi of to farming—pastoral countyningxia，isstudyecological drivenlaborforce仃{msfhrural to and datato in article household policy by society．111isvillage survey the datainformationinthe of ofthe originalsurvey developmenteoo—policyline，analysisecological afterthe ofthe onruralsocialstructureofthedifferenteffects．Theresultsshow implementationpolicy ≤hat neresultsshowthatafterthe ofthe toOVer54
