地方政府公信力评估问题分析研究.pdf

摘 要 政府公信力是一个衡量政府信用状况和信用程度的重要概念。当前，我国地 方政府公信力从总体上来说正在逐步提高，但也有部分地区呈现出弱化趋势。这 种弱化趋势体现在三个方面：一是行为信用弱化；二是政策信用弱化；三是绩效 信用弱化。对地方政府公信力进行评估，既是投资者进行投资决策分析的需要， 也是对地区竞争力进行客观分析的需要，同时也是地方政府认识和改进自身信用 状况的需要。 本文在前人研究的基础上，对影响地方政府公信力的各种因素进行了客观分 析，认为对地方政府公信力进行评估应从行政体制、行政管理、政府实力和绩效 等三个方面着手，并提出了相应的10 项评估指标，即：1）行政公开机制；2）行 政决策机制；3）政府责任机制；4）政策系统性和稳定性；5）行政执法的公平和 公正；6）市场管理的规范性；7）政府承诺的履行和兑现；8）行政人员的道德品 质；9）政府财力；10）地方经济发展。在此基础上，本文对各项指标进行了权重 设计，并提出了各项指标的考核依据和评分办法，认为应当成立全国统一的专业 考评机构，对各地政府公信力进行客观的考核和评估。文章最后以麻城和武穴两 市为例，对两地的政府公信力状况进行了示例分析，由此对地方政府公信力作出 较为客观、全面的评价。 关键词：地方政府 公信力 评估 I Abstract Governments public trust of the summary is that one weighs governments credit state and important concept of the creditworthiness. At present, of our country local government public trust is it raise progressively to say to come on the whole, but have the tendency to demonstrate and weaken in some areas. This kind of reduction trend reflects in three aspects: First, behavior credit is weakened; Second, policy credit is weakened ; Third, performance credit is weakened . Evaluate public trust of local government, since the need that investors carry on the investment decision and analyse, go on need that analyse objectively to regional competitiveness too, local government know and improve ones own credit need of state too at the same time.
