摘 要 《兽医法》作为管理兽医及其日常工作的法律，广泛受到各国政府的关注，《兽 医法》的出台可以有力的保障兽医个人权益和提升整个兽医行业地位，世界上已有 100 多个国家和地区相继颁布了《兽医法》。 我国尚未出台 《兽医法》，且在相关立法领域存在较大缺陷，在兽医管理法领域 仅有 《动物诊疗机构管理办法》、《执业兽医管理办法》、《乡村兽医管理办法》三部管 理办法，无法满足我国现代兽医事业发展的要求，故我国亟需构建符合我国基本国情 的兽医法，并在兽医法的基本框架下构建涵盖多个领域的兽医法法律体系。 本文在结合比较英、美、法、德以及我国台湾、香港地区有关兽医法律的基础上， 阐述了目前我国《兽医法》立法应当克服的问题，同时通过对动物卫生监督执法机构、 动物卫生技术支持机构和兽医行政主管机关的调研，最终提出适应我国国情和兽医事 业发展的《兽医法》框架和基本内容。对我国港台地区《兽医法》的具体内容、我国 《兽医法》的法律内容及框架、立法的可行性、必要性、紧迫性等几方面具有创新性 的研究。 关键字：兽医法；法律制度；兽医法法律框架；兽医公共卫生 Studies on Veterinary Surgeons Act on Legislation of China Abstract Veterinary Law as a management and daily work of the veterinary law, by the governments of the world wide concern, veterinarian law, the introduction to effective protection and promotion of individual rights veterinarian veterinary industry position throughout the world, more than 100 countries And regions have promulgated the Veterinary Act.
